On April 20, 1997, the 10th anniversary ceremony of the Tibet Development Fund was held in Beijing. The Tibet Development Fund, founded on April 15, 1987, was the first unofficial charity organization on the Qinghai-Tibet Plateau and initiated by the 10th Panchen Lama Chokyi Gyaltsen and Ngapoi Ngawang Jigme, Vice chairman of the CPPCC.

On April 20, 1959, a review article was published by Xinhua journalist to make comments on the so-called Dalai Lama’s Statement. The review noted that “the Dalai Lama’s Statement” dispersed by the Indian officers was a file with lots of mistakes. People had reasons to doubt that the statement was not written by the 14th Dalai Lama himself but imposed by others, in terms of the content, style and diction of the statement.
