On May 23, 2004, the State Council Information Office issued the White Paper on Regional Ethnic Autonomy in Tibet Autonomous Region. The 12,000-character book is the first white paper issued by the central government to introduce the implementation of the system of Regional Ethnic Autonomy in Tibet and the progress that had made in the past years.
