In July 1929, Liu Manqing, then a first-class clerk in the Civil Service of the National Government, volunteered to go to Tibet to resume direct contact between the Central Government and Tibet. Liu Manqing, also known as Yongjin, was born in Lhasa in the year 1906. She graduated from Beijing National Normal School and was fluent in many languages, including Chinese, Tibetan, and English.
